The ICR in the Voronezh region initiated criminal proceedings against doctor of the Voronezh pretrial detention center No 3 Denis Lobzov on suspicion of Attempted Swindling on an especially large scale (part 3 of Article 30, part 4,of Article 159 of the Criminal Code), Kommersant reports. According to investigators, for 5 million rubles ($84.400), he promised to help well-known local businessman Viktor Yenin get out of the pre-trial detention facility.
Viktor Yenin was placed into the pre-trial detention center in March 2017 on charges of fraud. Lobzov offered him assistance in the release from custody and suspended term, although he had no opportunity to influence the decision of the court. In August, the mediator gave the doctor 1 million rubles from the businessman. At the same time, Yenin and his son Alexander received suspended sentences for illegal refund of VAT in the amount of 29 million rubles ($489.200).
In November, Lobzov decided to take away the remaining amount of the bribe - 3.8 million rubles. He was detained red-handed by FSB operatives. The money was seized too. Lobzov was interrogated as a suspect. The court decided to arrest the doctor. In the near future he will be charged.
Saburova believes that the Russian authorities violated articles 2 and 5 of the European Convention for the Protection of Human Rights and Fundamental Freedoms, guaranteeing the right to life, as well as the right to freedom and personal inviolability.
