Today we publish an exclusive about the purpose of Dmitry Demeshin’s promotion as the Deputy Prosecutor of the Rostov Region in 2008 and people, who lobbied him. According to our source, Demeshin is not just an employee of the supervisory authority, but is a tame Prosecutor of Yuri Chaika, Artem's eldest son. Demeshin covered up his criminal schemes of business seizure.

Demeshin was appointed to the post of Deputy Prosecutor of the Rostov Region in August 2008, without regard to the protest of Head of the Department Valery Kuznetsov, who openly opposed to this decision. Few people were concerned about Kuznetsov’s opinion, as there were big money and interests of the Prosecutor General’s son at stake. In addition, it was necessary to look after Valery Kuznetsov and to collect damaging evidences about him, as local political elite was pretty tired of his anti-corruption principles and many of them were looking forward to his retirement.
The Prosecutor General’s Office and Artem Chaika personally sent Demeshin as an envoy to Rostov. "Arthur", Artem Chaika’s trustee, was waiting for him there. With the active assistance of Demeshin, "Arthur" inherited in favor of Chaika all business assets of two criminal groups, which organized a bloody redivision of spheres of influence in the 2000s. During the bloody struggle for criminal influence, members of both groups were killed, and their assets, consisted of local market shares, went into the hands of “Arthur”, thus to Artem Chaika.
Whithout deep insight into events of the turbulent 90s, note that two rival gangs operated in Rostov. They were the Bortsovskie (Wrestling) and the Volki (Wolves) or the Boksery (Boxers). By the way, Rafael Samurgashev is believed to be a leader of the Bortsovskie gang thus far. The Volki gang was led by a sports "authority" named Sobol (Sable). Unconditional criminal weight in the city belonged to Samurgashev’s people, as they managed to take control over number of facilities, such as the Nakhichevanskiy market, the Manpower reserve sports complex, the Golden Lion hotel, the Rossiya cinema, and this is not the full list. But as soon as they invaded private transportation business controlled by the Volki, warfare between the two gangs began.

Up to 2008, during the "showdown" the opposing sides lost a dozen of their "fighters", including the Bortsovskie gang’s "authority" Vasily, called Klepa, being shot. Klepa became a central figure in this bloodbath, as the fate of the assets remaining after him (market assets, mainly) was a cause of a new round of carnage. The fact is that after Klepko’s death, some of his market shares went to "entrepreneur" Vadim Akopov, called Mowgli.
By that time leaders of the Bortsovskie gang had changed. New leaders came to replace the former ones. Thus, Sergey Bovdurets (or Balderis) and Yuri Sayenko (Saenko) came to be on the frontline of the gang. According to the CrimeRussia, Yuri Sayenko was an owner of the well-known Med Nightclub in Rostov. And nowadays Dmitry Demeshin owns a share in the very same club. As reported, a share in the nightspot was Artem Chaika’s gift to Demeshin for his “loyal” service in Rostov.
The Bortsovskie were not going to share business with anyone, thereby Mowgli was attacked being knifed but he managed to survive. At first, Mowgli asked "thief in law" Gachik Asaturyan (Gagik) for help, and then after his refusal - to law enforcement authorities. With great difficulty a criminal case against Baldaris and his people was initiated. There were attempts to cover it up with the help of “Arthur", who was Artem Chaika’s trustee, according to the CrimeRussia’s source in law enforcement. Saenko was particularly interested in the cover-up, he was communicating with Arthur, discussing this question.
Arthur‘s intervention in the bloody confrontation and division of assets has become crucial. According to the CrimeRussia, Arthur was able to find convincing arguments for Saenko, who eventually betrayed his gang. And then both started to cover Mowgli, or rather - his business. As reported, market shares, shopping malls, casinos and nightclubs of the Rostov Region came under control of Chaika. According to our information, Dmitry Demeshin was sent by Artem Chaika to Rostov as an «overseeing» to establish full control over the bloody business assets. It is not difficult to guess who had lobbied Demeshin for his appointment in Rostov.
Meanwhile some interesting events were taking place in the Investigative Committee in Rostov.
In 2011, Stanislav Kovalev, the ex-Deputy of the Head of the Main Investigations Directorate of the Investigation Committee for the North Caucasus Federal District, was appointed as the First Deputy of the Head of the Investigative Committee for the Rostov Region. In 2012, Alexey Kireev was appointed as the Deputy Prosecutor of the Rostov Region. Both, according to the CrimeRussia, were protégés and appointees of Deputy Prosecutor General of the Russian Federation Gennady Lopatin.
In addition, Demeshin covered Artem Chaika’s raider seizure of the Ataman Palace, built in 1863. Chaika was interested not only in the historical monument, but also in the surrounding territories.
After Kovalev’s appointment, the Investigative Committee was able to “bury” most of the results of Rostov Prosecutor Office’s investigations of officials’ corrupt practices. And this fact, in turn, allowed discrediting Kuznetsov’s work and highlighting his incompetence.
The mention of Gennady Lopatin was made not by an accident.
According to the CrimeRussia, some people in the Prosecutor Office and the Investigative Committee helped Lopatin to boost his position. As previously reported, in 2008, Gennady Lopatin’s wife Olga and Nadezhda, a wife of ex-Head of the Administration of the Prosecutor General’s Office Alexei Staroverova, became co-founders of the Kuban Sugar LLC. Their business partners were Natalia Tsepovyaz and Angela Maria Tsapok, wives of leaders of the Kushchevskaya organized criminal group.
In the same 2008, leader of the Kushchevskaya organized criminal group Tsapok, moved to Rostov and met with leaders of the Volki gang Alexander Ivanov and Alexander Volkov. During this time Tsapok had regularly met with many Don authorities to boost his position in criminal circles.
Prosecutor of the Krasnodar Region Leonid Gennadievich Korzhinek provided covered Prosecutors families’ connections with Kushchevskiy’s gangsters. Over a long period of Tsapok gang’s criminal activity, a lot of charges have repeatedly been made against its leaders, but Prosecutor Korzhinek called all of them off.
At the same time Artem Chaika with the help of his "overseeing" Dmitry Demeshin was actively "wresting" business assets away from the Bortsovskie and the Volki gangs in Rostov. While Demeshin’s service from 2008 to 2012, the largest markets in Rostov-on-Don, including the North, the Fortuna (auto market) and the Hercules, some casinos and nightclubs as the Med, were under Chaika’s control.
In addition, Demeshin covered Artem Chaika’s raider seizure of the Ataman Palace, built in 1863. Chaika was interested not only in the historical monument, but also in the surrounding territories. Demeshin and Arsenyan Ara Rafikovich promoted Chaika’s interests in the dispute. Arsenyan Ara Rafikovich or “Arthur” is a president of the Armenian community of Novocherkassk, which includes more than five thousand people as its members.
Prosecutor Valery Kuznetsov took the Don Cossacks’ side in the dispute. And this decision was worth him the post. Defending the interests and rights of the legal owners turned out for Kuznetsov a scandalous resignation and allegations of violation of the Prosecutor’s oath.

Sergey Umnov is allegedly designated for the position of deputy minister of the MIA Vladimir Kolokoltsev.
