Major reform carried out on background of high-profile arrests in ICR
Arrests of senior ICR investigators held against the background of Department reforms, initiated by Alexander Bastrykin.
Previously, the CrimeRussia wrote that on the eve all officers of the ICR Internal Security Directorate received a redundancy notice. As the source told to Kommersant, the decision to reform the Main Directorate for Interdepartmental Liaison and Internal Security of the ICR was made after the arrest of Heads of Department Mikhail Maksimenko and Alexander Lamonov respectively.
The Main Directorate for Interdepartmental Liaison and Internal Security of the ICR will cease to exist in its current form. It is expected that it will enter into the framework of the pre-existing Department of physical protection of executives and and investigators, who are in danger.
According to sources from the ICR, there will be laid off many officers, appointed under the patronage Maksimenko. In his inner circle, as it is known, they were mostly his former colleagues and friends - descendants from St. Petersburg and the local police department.
Kommersant reported that the reform of the Ministry was initiated by Alexander Bastrykin and was to be completed August 10. As a result of it, several structural units of the ICR will be demoted to the rank of departments and divisions. For example, the Main Collateral Management Department has been already transformed into a Department. Including as a part of the Main Collateral Management Department were either transferred directly under Bastrykin's control or granted the status of departments. This is what happened with the Department of Capital Construction, which previously was headed by Alexey Skachkov. A few months ago Skachkov was arrested on charges of large-scale Swindling (part 4, Art. 159 of the Criminal Code) at the conclusion of contracts for the supply of air conditioners for the ICR premises.
The Agency refused to officially comment on the reform.
Recall that the first Deputy Head of the Main Investigations Directorate for the City of Moscow of the Investigative Committee of the Russian Federation Denis Nikandrov, the Head of the Main Directorate for Interdepartmental Liaison and Internal Security of the ICR Mikhail Maksimenko and his Deputy Alexander Lamonov were arrested on suspicion of taking bribes from the kingpin Zakhar Kalashov, nicknamed Shakro Molodoy, for the termination of the criminal case against him. According to investigators, detainees had already taken a bribe of 1 million dollars for the release of Shakro’s accomplice - Andrey Kochuykov, named the Italian. The Lefortovo court decided to keep all the suspects in custody until 15 September.
