Lamonov asks to check legality of FSB Department M actions

Earlier, Alexander Lamonov sent a complaint against the FSB officers in the Lefortovo court of Moscow, but they refused to accept the complaint.

The Deputy Head of the Main Directorate for Interdepartmental Liaison and Internal Security of the ICR Alexander Lamonov wrote a complaint to the  Military Prosecutor General Sergey Fridinsky. According to RBC with reference to the lawyer's senior investigator Olga Lukmanova, in the letter Lamonov asked to check the legality of actions of the FSB Department M.

In particular, he wondered on what basis the operational-search activities, and materials collection were carried out, including wiretapping of conversations of senior investigators.

Ms. Lukmanova added that her client had filed a complaint at the hands in the pre-trial detention center, a letter was sent by mail through the administration of the institution. She did not explain what kind of violations, according to the Deputy Head of the Main Directorate for Interdepartmental Liaison and Internal Security of the ICR, committed officers of the FSB. Recall that earlier Alexander Lamonov sent a complaint against the FSB officers in the Lefortovo court of Moscow, but the court refused to accept the complaint because the defense of Lamonov "required to assess the evidence in the case, which may subsequently be the subject of legal proceedings on the merits of the criminal case".

Earlier, another the Deputy Head of the Main Investigations Directorate for the City of Moscow of the Investigative Committee of the Russian Federation Denis Nikandrov complained in a letter to the Head of the ICR Alexander Bastrykin about the conflict between the Investigative Committee and the Federal Security Service and asked to removed his case from the Federal Security Service in the ICR.

As RBC noted, according to the law «On operational and Investigative Activities”, all pre-investigation measures (e.g. wiretapping negotiations or conducting an experiment) may be carried out only with the permission of the court. In its judgment the court must also indicate, which examinations it agreed. Such authorization may be valid for six months.

Recall that the first Deputy Head of the Main Investigations Directorate for the City of Moscow of the Investigative Committee of the Russian Federation Denis Nikandrov, the Head of the Main Directorate for Interdepartmental Liaison and Internal Security of the ICR Mikhail Maksimenko and his Deputy Alexander Lamonov were arrested on suspicion of taking bribes from the kingpin Zakhar Kalashov, nicknamed Shakro Molodoy, for the release of Shakro’s accomplice - Andrey Kochuykov, named the Italian. He was arrested after the shootout at Elements restaurant in Moscow in December 2015.

Then bandits allegedly demanded from the owner of the restaurant to repay the debt of 8 million rubles, or give away the whole restaurant. The conflict ended with a shootout - 2 were killed, 6 were wounded. The Italian detained accused of Hooliganism. When his case was tried to terminate at the request of Kalashov, investigators prosecuted him under the article Extortion. In this case Kochuykov and Shakro Molodoy were detained. And then there were arrested senior investigators, which negotiated with Kalashov.
