Kuzbass Head of District Administration is under investigation
The official is accused of abuse of official powers. Evgeny Manuzin caused damage to the tune of 1 million rubles.
Head of the Novokuznetsk district of the Kemerovo Region Evgeny Manuzin became a defendant in the criminal case. The official is charged with part 2 of Art. 286 of the Criminal Code (Exceeding Official Powers).
According to investigators, in 2015, Manuzin wrongly declared an emergency state in the Podstrelka village. The emergency state allowed to conclude a municipal contract with Energopodryad for repairs of high-voltage power lines without a tender. Subsequently, the municipality transferred the money to the company without checking the quantity and quality of work performed.
As a result of these actions, performed with the consent of Evgeny Manuzin, the municipality suffered damage amounting to more than 900 thousand rubles.
Currently, the senior official removed from office during the investigation of the criminal case.
As previously reported by Kommersant, in September of this year, the Control and Audit Office in the region examined the use of budgetary funds in the Novokuznetsk district on the instructions of Kuzbass Governor Aman Tuleev. Materials of the Control and Audit Office's inspection were transferred to law enforcement agencies. During the inspection it was found that the contract with Energopodryad on power lines' repair was concluded at an inflated price. The District Administration explained the Manuzin's action that the emergency state was declared when the line had been disconnected by Rostechnadzor. This situation made possible to finance repairs because of the emergency state. Officials said that the contractor was not chosen arbitrarily, there were sent letters to possible performers; the most competitive bid was selected from those, who responded. One of the Novokuznetsk district businessmen suggested that audit's results were just a pretext, as the Governor of the region had already expressed dissatisfaction with Evgeny Manuzin, who heads the District Administration since October 31 of 2013.
Earlier, Tuleev also dismissed Head of the Yashkinsky district Anatoly Karoma in connection with the loss of confidence. He noted that the reason for the decision became residents' complaints on the coldness in the apartments. It turned out that the local boiler were supplied with “clay mixed with soil and sprinkled with coal dust." At the same time, the fuel for the coal region was bought in the Novosibirsk region. And the price was inflated due to questionable logistics. Materials on this fact are transferred to the investigating authorities. Tuleev ordered to recover all the damage caused to the municipality from the Head of the district.
During another session on Alexey Ulyukaev's case on September 26, the prosecution submitted to the court a protocol of examination of the bribe received by the ex-official in the amount of 2 million dollars and a videotape of his visit to the office of Rosneft.
