Krasnoyarskiy Krai Governor testified in case of illegal land sale in Novosibirsk
Viktor Tolokonsky, the Governor of the Krasnoyarsk Krai, became a witness in the criminal case against his former deputy Vasily Yurchenko. The head of the region believes that there was no personal interest in Yurchenko’s actions.
Viktor Tolokonsky, the Governor of the Krasnoyarsk Krai, became a witness in the case against Vasily Yurchenko, former Governor of the Novosibirsk Region, accused of selling of a land plot without a tender and at doorbusting price. An audit of the sale procedure has been performed following an initiative from the witness.
Being the Vice Governor, Vasily Yurchenko made a questionable decision to cancel a sales tender for a hotel construction lot and ordered to sell it directly to Taktika Company at a price not exceeding 20 million rubles. GasTransKom Joint Stock Company, the owner of the land plot, was dissatisfied with this decision because, according to the Investigative Committee of the Russian Federation, the company lost some 18 million rubles due to this sale.
In his testimony, Tolokonsky stated that, being the Head of the Novosibirsk region, he had discussed the sale of this land plot with Oleg Gallyamov, the Head of the regional Department of state property and lands. The officials agreed that an auction would be the optimal sale procedure for the lot in the central part of the city, zoned for construction of a four-star hotel. They declined a suggestion from Vasily Yurchenko to sell the land through a direct agreement; Tolokonsky informed Yurchenko of this by phone and instructed to start preparations for the tender. The witness noted that, according to Novosibirsk businessmen, the lot was worth 41 million rubles.
Tolokonsky stated that while he was the Governor, the sale procedure was handled in accordance with the law. After his transfer to another position, Tolokonsky became aware that the tender was cancelled and the land plot will be sold through a direct agreement.
Tolokonsky was the Governor for 10 years (since January 2000 and until September 2010), while Yurchenko was his First Deputy. Yurchenko became the Governor after Then-President Dmitry Medvedev has appointed Tolokonsky his Envoy in the Siberian Federal District.
Being the Presidential Envoy, the former Governor instructed the Prosecutor’s office to investigate this situation because he thought that such a decision contradicts the law. However, the witness noted that Vasily Yurchenko had no personal interest in this deal.
