Kaytag district prosecutor detained for extorting bribes from municipality heads
The second high-ranking official of the Republic's supervisory agency has been detained on suspicion of committing a corruption crime in a day.
Prosecutor of the Kaytag district of Dagestan Omar Daudov has been detained on suspicion of Abuse of Official Powers and Preparation for Taking a Bribe on an Especially Large Scale.
A criminal case under part 1 of Art. 30, part 6 of Art. 290, and part 1 of Art. 285 of the Russian Criminal Code has been initiated, the press service of the ICR Investigations Directorate in the Republic reports. The prosecutor’s place of residence has been searched. A preventive measure in the form of arrest is currently being elected for Omar Daudov.
The investigation found out that from December 2017 to February 2018, Daudov repeatedly demanded bribes in the amount of 5-10 million rubles ($76,000 to 152,000) from the head of the Kaytagsky municipal district for general patronage in his service and failure to respond in the framework of prosecutor's supervision in the field of municipal education.
After the official refused in February 2018, Prosecutor Daudov demanded 5 million rubles from the head of another municipality, the Madzhalisky Village Council, for failure to take measures to criminalize the official for allegedly illegal allocation of land in the village. This time, the municipality head refused to give bribe to the prosecutor.
Then Daudov, using his official powers, referred the material to the investigating authorities to resolve the issue of criminal prosecution against the village head.
In addition, according to the Investigative Committee, Daudov gave an illegal written order to the inquiry officer to make a decision to initiate criminal proceedings in accordance with part 1 of Art. 327 of the Russian Criminal Code (Forgery of Official Documents). However, this decision was declared illegal by the court after the filing of a complaint by the village head.
In August 2018, the situation repeated itself: the prosecutor gave unlawful written instructions to an inquiry officer to open a criminal case against the head of the village for the same reasons. As a result, the inquiry officer in subordination to Prosecutor Daudov made an unreasonable decision to initiate a criminal case. In September, the deputy prosecutor of the Republic of Dagestan canceled it as illegal.
It is noteworthy that a day earlier, with the assistance of the Republic Prosecutor's Office and the Federal Security Service Directorate, just like in the case of Daudov, a criminal case was initiated in Dagestan against the other Head of the District Prosecutor's Office, Acting Interdistrict Prosecutor of Kizilyurt, Abdulla Shakhbanov, who is suspected of Abuse of Official Powers and Extortion of $15 thousand from his subordinate (item ‘b’, part 3 of Art. 163, and part 1 of Art. 285 of the Russian Criminal Code.
