Kamchatka government ex-deputy chairman suspected of receiving hefty bribe
According to investigators, in 2016 Valery Karpenko and the former Head of the department of the state budgetary institution Kamchatka Regional Financial and Analytical Center in the Field of Health, Leonid Mintsev, received 1 million rubles ($15.2 thousand) from the director of a local company.
Former Deputy Chairman of the Kamchatka Krai government Valery Karpenko and ex-Head of the Department of Capital Construction and Total Overhaul of the state budgetary institution Kamchatka Regional Financial and Analytical Center in the Field of Health Leonid Mintsev became the defendants in a case of Bribe-Taking on an especially large scale (part 6 of Art. 290 of the Criminal Code of the Russian Federation), which was initiated by the Department for the Investigation of Particularly Important Cases of the regional Directorate of the ICR, the press service of the Directorate reports.
According to investigators, in 2016, Karpenko and Mintsev received 1 million rubles ($15.2 thousand) from the director of one of the commercial organizations for general patronage. The money was provided in the form of free piping of cold water to the suspects' houses in the village of Termalny in Elizovsky district of the region by the organization. Also in 2018, at the request of Karpenko, the director of the company provided free finishing materials for the repair of the rest room of the duty man of the military unit, where the official’s son served, the regional Directorate of the ICR believes.
Currently, Karpenko is in Kamchatka, the department informed. The preventive measure for him will be elected in the near future. The ICR added that the crime the official is suspected of was revealed in cooperation with the regional FSB and MIA Directorates.
65-year-old Valery Karpenko left the post of Deputy Chairman of the Kamchatka government voluntarily in connection with his retirement in December 2018. The official allegedly decided to leave due to the state of his health. He assumed the position in 2008. In the government, Karpenko oversaw the Ministries of Health and Sports, as well as the agencies for employment and veterinary medicine.
Previously, two regional Sports Ministers, Viktor Kravchenko and Andrey Ivanov, as well as Health Minister Tatyana Lemeshko, became defendants in criminal cases. During the investigation of the latter's case, Karpenko resigned. The official is accused of embezzling 22 million rubles ($335.1 thousand) when acquiring premises for a hospital in Petropavlovsk into state ownership. According to sources in the government, the Minister could not cut such a deal without the support of Karpenko, reports Kam24 news agency. Together with Lemeshko, the Director of Master company, Vagif Mursalov, is named in the case of hospital premises. Master is one of the largest construction contractors of the regional government. It is noted that in December, Mursalov agreed on a deal with the investigation and repaid the damage. A few days later, Karpenko resigned. According to the agency, in the past few years Master company has been working in Paratunsky rural settlement of Elizovsky district of Kamchatka Krai - in the same place where the house of the ex-Deputy Chairman is located.
