Investigators come to Tula officials suspected of $230.000-embezzlement
According to investigators, the suspects misappropriated at least 13 million rubles ($230.000) while implementing the Program for Health Care Modernization in the Tula Region in 2013.
The Investigative Committee has instituted criminal proceedings against the former chairman of Innovation and IT Development Committee Artur Kontrabaev. The case against him and a number of unnamed Tula authorities was opened under part 1 of Art. 286 of the Criminal Code (Exceeding Official Powers).
According to the investigation, the suspects misappropriated at least 13 million rubles ($230.000) while implementing the Program for Health Care Modernization in the Tula Region for the period from 2011 till 2013.
Besides, the investigators are conducting a search in the house of former health minister of the Tula region Olga Avanesyan, in the IT Center and in the Tula Region Medical Information and Analytical Center. In addition, according to local media, Natalia Polyakova (the Center director) and a certain Konovalova (also related to the Ministry of Health) are under investigation.
Note that the program of IT development in healthcare started during the governorship of Vladimir Gruzdev, who resigned on February 2, 2016. Right after that, Artur Kontrabaev moved to Vietnam, where he opened a cafe. The former Tula IT Minister had no plans of returning to Russia.
Olga Avanesyan, former Health Minister of the Tula region
New Governor Alexey Dyumin dismissed Health Minister Olga Avanesyan on March 29, 2017 after a large-scale audit in the health sector. The region head pointed at some shortcomings of the managerial level that had triggered problems hindering primary medical care and the prevention of diseases.
Olga Avanesyan started working in the Tula regional administration in October 2011, and became Minister of Health in January 2013. Before that, she had been the chief physician of Tula Regional Narcological Dispensary No. 1, a state institution.
Early in 2017, “My Lobby” Program – a personal initiative of Andrei Vorobiev, Governor of the Moscow region – has been launched in the metropolitan area. In the framework of this program, lobbies of residential buildings must be brought to statutory condition as soon as possible. The goals have been set, objectives identified, and funds allocated. The CrimeRussia has reviewed the program implementation in Khimki Urban District and calculated the budget funds flowing away in an unknown direction thanks to actions of the Khimki officials and personally Dmitry Voloshin, Head of the Urban District.
