Investigators became interested in Murmansk Governor Marina Kovtun's off-the-book
The official can become a figurant of a criminal case on embezzlement of budget funds and money from extra-budgetary funds for personal needs.
Investigators were interested in the criminal scheme for collecting and cashing out money coming from the business under the guise of donations, which was spent by Governor of the Murmansk region Marina Kovtun. Editor-in-chief of FlashNord news agency Alexander Kalugin told this on the air of the radio Echo of Moscow. According to him, the Head of the region can become a figurant of the criminal case. The reason for the audit was the publication of an open letter addressed to Chairman of the Investigative Committee (ICR) Alexander Bastrykin from the wife of one of the defendants of the criminal case of fraud, employee of the regional administration Georgy Blagodelsky.
In July 2017, he was arrested on suspicion of committing a crime under part 3 of Art. 159 of the Criminal Code. According to the investigation, the suspect, using his official position and acting for mercenary motives, committed the theft of budget funds allocated to meet the needs of the Murmansk region Government. Agreeing with the accusation, he signed an agreement on cooperation and exposed his leader, Head of the Government Support Department Eduard Nikrashevsky, who was arrested next. He, in turn, also agreed to help the investigation and gave evidence on embezzlement of budget funds and replenishment of the extrabudgetary fund, which was spent on the personal needs of Governor Kovtun. Among them - the organization of fishing, the purchase of appropriate equipment, elite alcohol, helicopter rental, etc. The total amount spent can reach 100 million rubles ($1.7m). The fund was replenished with donations of "the main financially strong commercial enterprises of the Murmansk region".
At the same time, according to the author of the open letter, the investigators did not pay proper attention to the high-ranking individuals for whose interests illegal spending was conducted. Realizing the unlawfulness of the orders of his superiors, Blagodelsky kept accounting from 2012, which his wife now laid out for public access.
Recall that the illegal activities of Marina Kovtun has repeatedly came into public domain, but no checks have been conducted so far. Not long ago, blogger Alexander Serebryanikov posted how the official arranged her children to work in large companies in exchange for substantial tax breaks. On the eve FlashNord reported that the Governor will soon be dismissed, and among candidates for her post deputy speaker of the State Duma Irina Yarovaya is called. Information about the upcoming resignation of Kovtun was confirmed by the sources of RBC. However, Kovtun herself denies all reports of her resignation.
The prosecutors want the former Russian Federation Council member to go to prison for 14 years instead of 9 and pay a 500-million-ruble ($8.8 million) fine instead of 70 million rubles ($1.2 million).
