Interdepartmental fight: 20 million and leather chair in case of Lores Vartanyan
Big money interposed in the case of the Head of the Criminal Investigation Department of the Egorlyksky district in the Rostov Region Lores Vartanyan: seems like they were already brought to the management of the regional Investigative Committee of Russia and directly to the investigating officers leading investigation. Moreover, Vartanyan, without hiding his joy, told about his soon return to the police, but this time in other region.
The story with dismissal of the Head of Criminal Investigation Department of the Egorlyksky district in the Rostov Region, Lores Vartanyan, received an unexpected continuation, a source of the CrimeRussia reports. Earlier in our article Another Vartanyan to Buy Off we reported about initiation of a criminal case against Lores Vartanyan over swindle. The police officer systematically fabricated criminal cases (usually connected with illegal trafficking of narcotic substances), which the investigation considered as Swindling committed by a person through his official position, as well as on a large scale (part 3 of Art. 159 of the Criminal Code of the Russian Federation). Without waiting for official charges to their employee, the Ministry of Internal Affairs of the Russian Federation in the Rostov Region dismissed Vartanyan from bodies.
The main basis for the accusations was what happened to the citizen Chub's son, but then it became known that many other criminal cases opened by Vartanyan were similar to his story.
On September 11, 2015 at 22 o'clock in the village Egorlykskaya of the Rostov Region Aleksander Chub was detained in a car with a packet of marijuana (he was not driving the car).
After the held investigative and operational events, Chub was released on recognizance. In 2 days Lores Vartanyan called his mother Evgenia Chub. He told her that criminal case is opened against her son and suggested to meet. According to the CrimeRussia’s source, the Head of the Criminal Investigation Department always met relatives of suspects personally. At the meeting he told Evgenia Chub that the servicemen found more than 1 kilogram of drugs with his son, withdrawn them and now he may receive a long term. However, Vartanyan added that that this question can be solved. Vartanyan’s price label was very modest to modern measures − 200 thousand rubles, however, then he asked 70 thousand more for his services. While extorting money, Vartanyan did not forget to boast of his friendship with the prosecutor of the area, the chief of police and regional generals.
The woman had to collect the bribe for the police officer among her relatives and she even had to take a credit. On September 17 Vartanyan called Evgenia Chub from unknown telephone number and told that so far everything was excellent and that he was heading to Rostov-on-Don on a meeting with some general to resolve an question on examination. However, according to him, it was inappropriate to go to the general empty-handed and he asked for 20 thousand rubles more – to buy cognac. At the same time Vartanyan pleased Evgenia Chub by telling that the issue with the prosecutor of Egorlyksky district “resolved positively and her son will not be put in prison”.
The piquancy of the situation is that Lores Vartanyan is a nephew of the former Minister of Transport in the Rostov Region, Dzhivan Vartanyan, whose son was arrested in Moscow for theft of car numbers for the purpose of a further racketing of money from injured car owners. Information appeared in media that the former minister paid off his offspring from criminal prosecution for 10 million rubles. Right after initiation of proceedings against the nephew, Dzhivan Vartanyan, according to the CrimeRussia, pulled a few strings to get him off the hook.
As it became clear, the Prosecutor of the area, Sergey Horoshilov, started to get worried after he convinced that Lores Vartanyan “stamped” false criminal cases and he, being a guard of the law, was signing them without looking. According to the CrimeRussia’a source Horoshilov was so angry that threw out the leather chair presented by Lores Vartanyan. He made it at night so that nobody could see it, as the former Head of the Criminal Investigation Department told the investigation about the chair presented to the Prosecutor.

Subsequently it became known that the Zernogradsky Interdistrict Department of the Investigation Directorate of the Investigative Committee of Russia in the Rostov Region, which is engaged in investigation of Vartanyan’s criminal case, intentionally tries to stop criminal prosecution against the former police officer. According to sources, big money interposed in the matter about 20 million rubles were already brought to the management of the regional Investigative Committee of Russia and directly to the investigating officers leading investigation. Moreover, Vartanyan, without hiding his joy, told about his soon return to the police, but this time in other region.
However, his joy is saddened by extraordinary adherence to principles of the Evgenia Chub’s lawyer and strangely enough, the Prosecutor of the Egorlyksky district Horoshilov. As the source told, Horoshilov is going to retire soon for this reason he decided to follow the letter of the law in this high-profile case. And the story with a leather chair haunts him.
On October 26 this year, after checking claims to the investigation of the Zernogradsky Interdistrict Department of the Investigation Directorate of the Investigative Committee of Russia in the Rostov Region, submitted by the representative of Evgenia Chub, the Prosecutor Horoshilov made a strict requirement. After which, according to specialists, higher instances are simply obliged either to bring all investigating officers processing this case to trial or to discharge them of work.
- When studying the criminal case file number 20161571117, initiated against Vartanyan L. M. under part 3 Art. 159 of the Criminal Code of the Russian Federation, gross violations of the federal legislation allowed during preliminary inquiry were established, - it is told in the documents which are at the disposal of the CrimeRussia.
As the Prosecutor notes, witnesses of the crime still have not been interrogated, seizure of documents have not been conducted yet and the case against Evgenia Chub's son itself has not been examined within the case, what speaks about obvious prolongation of investigation and direct interest of staff of investigating bodies in disorder of high-profile criminal case.
In his requirement the prosecutor strongly recommends to eliminate all described violations and to bring investigation to its logical end.
It is curious that the behavior of the Prosecutor sharply contradicts the information, which the investigators told Evgenia Chub at a personal meeting. Thus, the Head of the Zernogradsky Interdistrict Department, Jan Nikasov, and his deputy Roman Kosenko, who runs the case, confirmed information that Lores Vartanyan's uncle allegedly resolved all issues with regional prosecutor's office, and that she prevents investigation. In the conversation they told that the investigation was finished and now only prosecutor’s sign is needed, but he for some reason refuses to sign the indictment and refer the case to the court. As the CrimeRussia’s source discovered, their words were a lie and they did not hold any put event for the investigation. Moreover, they interfered with investigation in every possible way, periodically losing, and then finding necessary proofs.
From all this it is possible to draw certain conclusions that there is the real interdepartmental war between the regional Investigative Committee and Prosecutor's Office. When money is brought to someone and those did not share, there comes a moment when someone should be punished.
