“I mean it”: exclusive video of Chechen Investigator Isa Yusupov’s detention
According to the CrimeRussia, wife of the Deputy Head of the Interdistrict Investigations Department of the ICR in Chechnya is a close relative of one of the richest men, who owns the largest pharmaceutical business in Moscow. Moreover, the teip, to which Yusupov belongs, is considered very influential in the Republic.
A CrimeRussia’s source has revealed the details of a special operation to detain the Deputy Head of the Interdistrict Investigations Department of the ICR in Chechnya Isa Yusupov. The turncoat was arrested red-handed when receiving the third tranche of the bribe of 100 thousand rubles. It is the first arrest of the Investigative Committee official of this level in the Chechen Republic, so the case has been taken under special control. Isa Yusupov’s arrest came to light on October 21. It was reported that the Deputy Head of the ICR Interdistrict Investigations Department in Chechnya is suspected of Attempted Swindling through his official position (part 3 of Art. 30 and part 3 of Art. 159 of the Russian Criminal Code). Investigation believes he had demanded 300 thousand rubles from a pharmacy worker in the Urus-Martan district. In case of refusal, Yusupov threatened to initiate a criminal case under illegal possession of drugs. The victim reported to law enforcement authorities that the investigator had exerted pressure on him. Isa Yusupov was arrested during the operation carried out by the FSB and ICR. As is evident from the video of the operative detention, Yusupov was receiving the third part of the bribe that day.
The briber’s personality is the most interesting feature of this seemingly banal corruption story. As the CrimeRussia’s source reported, the reason that made Yusupov descent into bribe-taking remains the main intrigue for all of his friends. Everyone who knew Isa Yusupov is wondering why he would extort such insignificant amount of money, i.e. 300 thousand rubles. According to some reports, the defendant’s wife is a close relative of one of the richest men who owns the largest pharmaceutical business in Moscow. Moreover, according to our information, the Gendargenoy teip of Urus-Martan, to which Yusupov belongs, is considered very influential in the Republic.
It is the first detention of that kind in the republic; special attention is being given to this case. A group of investigators from the ICR Main Investigations Directorate in the North Caucasus Federal District headed by the Deputy Head of the Department for Particularly Important Cases, the Colonel of Justice I.A. Sobolev, has been deployed to Grozny for the investigation of this criminal case and bringing it to the court.

The CrimeRussia has come across an exclusive video of Isa Yusupov’s arrest. It shows a dialogue between two interlocutors, one of whom is the investigator. Yusupov, sitting behind the wheel, promises the pharmacy representative to leave him alone and delete all the documents. The conversation is in the Chechen language.

− Isa, we’ve been trying to solve things with you for a long time now. First I had given you two hundred, and now one hundred. I hope you leave me alone?
− You can be sure nobody will call you anymore. Keep my phone just in case. If somebody messes with you, tell them we have solved all the problems.
− Can you guarantee this?
− And you won’t disturb anybody anymore? That businesswoman... No criminal case? You’re sure about that?
− I’ve already told you that. First, she had previously been convicted and paid a large fine. I’ve been thinking about it… Your friend is in no trouble… I’ll only talk to her one more time. As for our issue, it’s over and done with.
− I see.
− That’s it, you can relax now.
− Is this the final amount?
− Yes. Today I’ll delete all the documents when at work. Don’t worry.
After Yusupov had received the bribe in the car, in which the action took place, operatives broke in. The investigator is accused of Attempted Swindling through the use of his official position (part 3 of Art. 30 and part 3 of Art. 159 of the Russian Criminal Code). The investigator has been detained, and the investigative actions are underway. The court will impose a measure of restraint in the near future.
