Head of regional Interior Ministry detained for failed construction of helipad
The officer is suspected of abuse of authority in the construction of a helipad.
In Kamchatka, Head of the Interior Ministry's department Alexander Sidorenko was detained. As reported by Kamchatka-Inform, the Major-General of the police was detained at the airport of Petropavlovsk-Kamchatsky, when he returned from vacation. Immediately after this Sidorenko was sent for questioning to Khabarovsk. The Interior Ministry confirmed this information and added that the Head of the Ministry of Internal Affairs in the Kamchatka region had already been dismissed. He is suspected of abuse of authority in the construction of a helipad in the Halaktyr Airport for the Special Aviation Detachment (AOSN) in Petropavlovsk-Kamchatsky.
In April 2016, investigators identified cases of improper spending of budget funds in the management of the Ministry of Internal Affairs of Russia in the Kamchatka Territory. According to the collected materials, the ICR of the Russian Federation opened a criminal case under part 4 of Article 159 (Swindling on an especially large scale) and part 1 of Art. 285 of the Criminal Code (Abuse of Official Powers). The helicopter was planned to be built by December 2015, and the Ministry of Defense financed the construction in the framework of the program for the construction of defense facilities. For these purposes, they allocated 200 million 500 thousand rubles ($3.5m) to Kamchatka MIA (which acted as the customer). To date, the site has not been built, although the heliport already works, but on papers. Money to the accounts of the contracting firm – AiR LLC (General Director Maxim Petukhov) were transferred in full. In 2016 a criminal case was initiated against Head of the capital construction department of the Kamchatka MIA Tatiana Fialka.
But it was Alexander Sidorenko who signed the final forms of reporting on the actual work performed at the construction site. The fact that he would be questioned by investigators sources in law enforcement agencies had reported already then.
Subsequently, another criminal case was instituted under part 3 of Art. 285 of the Criminal Code of the Russian Federation, according to which the Head of the regional department of the Ministry of Internal Affairs is now charged. Now the investigators are planning to petition for the election an arrest as a preventive punishment.
It is interesting that on the website of the regional department of the Ministry of Internal Affairs in the list of management official information about Sidorenko has already been removed, there remained information only about his three deputies, one of whom - Yuri Zavyalov appointed acting chief, substituting for the Major-General on vacation.
54-year-old Alexander Sidorenko was appointed Head of the Ministry of Internal Affairs in the Kamchatka region in 2011. Prior to that, he served in the Ministry of Internal Affairs in the Komi Republic, where he worked in the criminal investigation department as an operative, Head of the department and Deputy Head of the Ministry of Interior Affairs of the Komi Republic, where he supervised the criminal unit.
The court appointed oppositionist Alexey Navalny 20-day arrest immediately after doing another term. During the hearing, he promised to respond to the director of Rosgvardiya after watching his challenge to a duel.

In 2015, the members of the organized crime group were acquitted by the Moscow Regional Military Court, however, subsequently, the sentence was revoked by the Supreme Court, and the case was joined with that related to two other members of the gang.
