Head of the Okhotsk Territorial Directorate of the Federal Agency for Fishery Ruslan Penkov and his former subordinate Victor Ruban were detained red-handed during the transfer of a bribe.
Security forces officers detained the high-ranking official yesterday in Magadan, when he received a bribe in the amount of 750,000 rubles ($13.000) through his former employee who acted as an intermediary. According to the network media SM News, Penkov's bribe was transferred by one of the Kolyma entrepreneurs engaged in fishing for lobbying for his interests and for getting rid from the administrative fines that he had faced.
Against the head of Okhotsk FAF official, a criminal case was initiated on the fact of receiving a bribe in a large amount (item c of part 5 of Art. 290 of the Criminal Code of the Russian Federation). Against Viktor Ruban, a criminal case has also been initiated for mediation in bribery giving (item (b), part 3 of Art. 291.1 of the Criminal Code of the Russian Federation).
Currently, Penkov and the ex-employee of Agency are detained and interrogated. In the place of residence and work of suspects, searches and seizures are conducted. Tomorrow, the court will decide on the pre-trial restriction against them.
The press service of the FSB Directorate for the Magadan Region noted that the law enforcement officers, by detaining the head of the Territorial Directorate FAF, prevented "the activities of an organized criminal group" that extorted bribes from entrepreneurs in the region. Thus, it is possible that the criminal case against Ruslan Penkov will not be limited to one episode.
