Head of Ivanovo state enterprise was sentenced to 2.5 years for unfinished kindergarten
The Head of municipal enterprise in the Ivanovo region has been sentenced to 2.5 years in prison for abuse of official powers.
Investigative bodies of the regional ICR have collected sufficient evidence for the court to convict the head of Ivanovo municipal enterprise Capital Construction Department. The public servant has been found guilty of an offense under part 1 of Art. 285 of the Russian Criminal Code (Abuse of Official Powers).
During the investigation and further proceedings, it was established that money had been allocated from the regional budget of the Ivanovo region for the construction of a kindergarten in the Kineshma district as part of the federal target program aimed at the development of education in the period from 2011 to 2015.
The Capital Construction Department municipal enterprise concluded a contract with Prom-Stroy for implementation of construction works. The total value of the contract exceeded 144 million rubles. According to documents, the construction was due before December 15, 2015.
The Head of the Capital Construction Department accepted and paid for work on the kindergarten construction, however, at the time of acceptance, the facility was still unfinished. Moreover, the construction of the preschool institution has not been completed to this day.
As the regional ICR has noted, the Head of the Capital Construction Department caused the budget of Kineshma City District damage exceeding 36 million rubles.
The court found the public servant guilty and sentenced him to 2.5 years of imprisonment in a penal colony settlement. The verdict has not yet entered into force and may be appealed.
Rosfinmonitoring (Federal Financial Monitoring Service) analyzed the data of the Panama Papers and the Paradise Papers and discovered thousands of offshore companies through which the Russians laundered billions of rubles. Materials on deputies and governors were handed over to law enforcers.
A spokesperson of the Prosecutor's office said that the ECHR had not studied all the materials of the criminal case, so they were offered not to overturn the verdict, but to send the case for a new review in court.
