Head of elite suburb in Chelyabinsk Region suspected of corruption

Sosnovsky district is one of the richest municipalities of the Southern Urals. On the map, it has the shape of a horseshoe, the district encircles Chelyabinsk and thus has become very attractive for top businessmen, high-ranking officials, and security forces. Dozens of elite settlements are located in this area. But recently the municipality has once again started facing numerous scandals.
Local residents intend to initiate a review of the work by the administration of Sosnovsky district, suspecting it of large-scale corruption.
To confirm how the municipality administration does its business, the residents gave an example of the ties the officials have with the Classic Open Joint Stock Company. This company has suddenly become extremely successful in disbursing the budget money. The firm has won a lot of tenders for gas infrastructure development. Moreover, it often gets contracts even without trading, simply by decision of the regional commission on emergency situations. For instance, the Classic Company has received almost 20 million rubles for the construction of a gas pipeline in Poletaevo for the "prevention of emergency situations related to gas supply of residential homes." The money was allocated from the regional budget, while the contract does not even specify the completion date.

A similar story is told by residents of another suburban settlement. In connection with a possible emergency situation, during the meeting of a specialized committee, the district administration recommended the head of Roshchino Svetlana Kudrina to urgently install gas service in the settlement. The document features a separate paragraph: "Classic OJSC is to be contracted to carry out the work on supplying gas to residential houses." Kudrina followed the imperative advice of her senior colleagues from the district administration. As a result, a no-tender municipal contract for 2.4 million rubles was signed. Three additional agreements were signed afterwards, which increased the cost of the work to 4.9 million rubles. At the same time, the deadline was shifted from 2013 to December 2015.
A member of the Roshchino village council Tatyana Degtyareva wrote a lot of inquiries to various authorities, from the presidential administration to the security forces. "All requests go down to the district police level. And our Head of the Interior Ministry Department is also a member of that very committee on emergency situations. So, the result is predictable – all we get is runarounds," - Degtyareva said.
The council member also noted that back in 2013 the locals had wanted to build the necessary gas infrastructure for the village on their own funds. A certain company offered its services at the price of 500 rubles per square meter. On the other hand, "Classic was doing its work for 2.000 rubles per square meter, according to the municipal contract. We believe that the estimates are considerably higher. But the district administration says that they know about it, and still think it is safer to work with Classic," - Degtyareva explained.
The Roshchino gas infrastructure development works have been completed last December, but the houses are still not connected to the system. The only thing that the residents were able to achieve is that they drew attention of the Federal Antimonopoly Service department.
The supervisory authority was the only structure to recognize the obvious violation at the conclusion of contracts without bidding. As a result, the head of Roshchino Kudrina was fined twice, for 50 thousand and 25 thousand rubles respectively.
Residents believe that the interests of the Classic Company may be lobbied by the First Deputy Head of the District Vladimir Valter. In a conversation with URA.Ru reporter, the official refused to comment on the matter, saying only that "we have provided all the necessary gas infrastructure there a long time ago." Then he put the phone down. Acting Attorney of the Sosnovsky District Alexey Glazkov promised to comment on the situation later.
