Former subordinate testified against General Nikandrov
Earlier, the Deputy Head of the MID ICR in Moscow has been already suspected in the collapse of the Moscow metro corruption case.
The placed in custody on suspicion of taking a bribe MID ICR investigator Daniil Zotov testified in the case of his former immediate superior - the first Deputy Head of the MID ICR in Moscow Denis Nikandrov, who is also in the pre-trial detention center.
As reported by Rosbalt, Zotov‘s evidence related to the case of swindling in the Moscow metro – the General Nikandrov unreasonably denied the MIA to initiate criminal proceedings.
Zotov himself is suspected of extorting bribes in spring 2015. The materials of his case has already removed to the city MID ICR, but the justicement was not given to it. According to investigators, Zotov was on the hook of Nikandrov, who began to use the inspector for influence on the important cases’ justicement by proxy – he directed Zotov different materials and instructions on how to proceed with them.
Among these there were documents and materials of the pre-investigation check on the Moscow Metro money expenditure allocated for the Victory Day celebration.
According to Zotov, Nikandrov asked him unnecessarily make the order to dismiss criminal complaint, although the Ministry of Internal Affairs materials contained signs of the crime.
As stated in the materials of the case, the Moscow Metro signed a contract with TransTerminalServis to carry out activities on the territory of the subway. In particular, it was necessary to decorate the station with St. George ribbons. However, in fact, the work was performed by subcontractor LLC Laboratory of ideas, which received only 3.4 million from promised 9.8 million rubles.
It should be noted that the facts disclosed by the arrested to the investigator can do Nikandrov a defendant in another high-profile case involving the theft of Moscow Metro funds.
If it is opened, in addition to criminal liability under Bribe-Taking (part 6, Art. 290 of the Criminal Code) the General Nikandrov will face charges under Exceeding Official Powers (Art. 286 of the Criminal Code).
It is to be recalled that the first Deputy Head of the ICR MID for Moscow Denis Nikandrov, as well as the Head of the ICR Main Directorate of Inter-agency Cooperation and Internal Security Mikhail Maksimenko and his Deputy Alexander Lamonov were detained in July 2016 for taking a bribe of $ 1 million from Shakro Molodoy. At present, they are now under arrest in Moscow pre-trial detention center Lefortovo.
