The head of the regional forestry department of the Tomsk Region, Mikhail Malevich, who is also the former deputy minister of ecology of the Krasnoyarsk Region, was detained on suspicion of exceeding official powers, the portal NGS24 reported.

According to the investigation, from September 2016 to August 2017, the official provided for a conclusion of three government contracts between the department and a commercial organization, the head of which was his friend. All of the contracts were related to execution of work on the destruction of forest pests – because of this, even the emergency was introduced. The amount of contracts amounted to 258 million rubles ($ 4 million).

At that, Malevich knew that the firm did not have the ability to perform these works, and most likely would enter into subcontracts for the same works with another commercial organization at a lower cost, which later was done, the ICR said.

The difference between the main government contracts and subcontracts amounted to 28.5 million rubles ($ 435,000), the amount of damage caused to the Tomsk Region.

The suspect is detained, the issue of bail is addressed. The investigation into the criminal case continues.
