Former deputy head of Lipetsk FSIN convicted for bribery
The former head of the department is under house arrest.
The former deputy head of the Federal Penitentiary Service for the Lipetsk Region, Antonina Orlova, was sentenecd to five years in a general regime penal colony and a fine of 1.5 million rubles ($ 23,000) for bribery and exceeding official powers, the press service of the regional ICR’s Investigative Directorate reports. Orlova’s former senior, Gennady Cheikin, is under house arrest on charges of receiving a bribe of 1.5 million rubles.
According to the investigation, Orlova handed Cheikin a bribe from the director of Usmansky Zavod Rastitelnykh Masel LLC (Usmansky Plant of Vegetable Oils) for multi-million contracts for the supply of vegetable oil to the local penal colonies. The case materials indicate two shipments worth more than 35 million rubles ($ 536,000) and almost 65 million rubles ($ 995,000). At the same time, the colonies did not receive a third of the total oil for more than 20 million rubles ($ 306,000). Orlova received bribes in the amount of 84,000 rubles ($ 1,300) for assistance in concluding the contracts.
In early May, the court extended Cheikin’s house arrest until July 6. Earlier, the property of the person of interest worth 2.5 million rubles ($ 38,000) was seized. In addition to bribe-taking, Cheikin is charged with insurance fraud. According to the investigators, in 2013, he received insurance payments of 200,000 rubles ($ 3,000) for injuries in the workplace, and then asked the employer for compensation of 2.6 million rubles ($ 40,000). A criminal case was initiated against Cheikin under part 3 of Article 30 and part 4 of Article 159 CCRF (Attempted fraud on an especially large scale), part 3 of Article 159.5 CCRF (Swindling in insurance industry, committed using official position), part 3 of Article 30 and part 1 of Article 159.5 CCRF (Attempted swindling in insurance industry).
