Former deputy head of Dalspetsstroy sentenced for discreditable practices during construction of Vostochny cosmodrome
The defendant illegally entered into construction contracts with one of the commercial organizations without the necessary competitive procedures.
Khabarovsk’s Central District of sentenced the former deputy head of Dalspetsstroy to six years and three months in a general regime penal colony with deprivation of the right to occupy certain positions for a period of three years for swindling in the construction of water intake facilities of the Vostochny cosmodrome. According to the investigation, the damage caused exceeded 800 million rubles ($ 12,5 million), the press service of the Chief Military Prosecutor's Office reports.
The court found the ex-manager guilty of exceeding official powers entailing grave consequences (part 3 of Article 285 CCRF). A security arrest is imposed on the convict’s bank accounts and property. The total value of the assets is more than 25 million rubles ($ 390,000). They include two apartments in Reutov, the Moscow Region, and Khabarovsk, four non-residential premises and two parking spaces in Khabarovsk.
As the investigation established, the former deputy head of Dalspetsstroy, without the necessary competitive procedures, illegally entered into contracts with one of the commercial organizations, which unreasonably received advance payments without a bank guarantee, and did not fulfill its contractual obligations.
The construction of the Vostochny cosmodrome is still underway. Spetsstroy was dissolved in 2016 because of the many facts of corruption and embezzlement. After that, Dalspetsstroy was renamed to the Main Military Construction Directorate No. 6.
