The details of the criminal case against Mugdin Chermit became known.

The details of the detention of Mugdin Chermit, First Deputy Mayor of Sochi, have been disclosed. According to the Kommersant newspaper, the investigation believes that Chermit gave company Ostrinsky permission to build a residential complex, although he knew that it was a squatter development. Head of the company-developer Anton Ostrinsky, the son of deputy of the Sochi city assembly Leonid Ostrinsky, is in custody on charges of fraud with co-investors funds.

Recall, Mugdin Chermit was detained on April 18 by employees of the ICR of the Rostov region. He is accused of Exceeding Official Powers (Art. 286 of the Criminal Code of the Russian Federation). After his detention, searches and seizure of documents were carried out in the administration of the city of Sochi. Today, the court considers the petition of the investigation on the measure of restraint to Chermit.

According to the investigation, the Ostrinsky construction and investment company operated in the Krasnodar Territory, in 2017 it was renamed to Yug-Stroika; the company built such complexes as Luch, Zarya and Mir, the company built residential complexes Atlanta, Elsinore, Tasmana and Tasmana-2 in Sochi.

The owner of the construction company, Anton Ostrinsky, was arrested in December of 2017, his detention was prolonged until June of this year. He was charged under Art. 159 of the Criminal Code (Swindling committed by an organized group of individuals) and under part 1 of Art. 201 of the Criminal Code (Abuse of Authority).

According to the investigation, during the construction of the housing building Mir Ostrinsky stole 220 million rubles ($3.5m). The residential complex had to be commissioned in 2016, but so far only 20% have been built. More than 1200 people were affected by Ostrinsky's actions. The remaining facilities, built by Ostrinsky, were also recognized as dysfunctional.

Earlier it was reported that on Wednesday, head of the department of architecture and town planning and chief architect of the city Igor Mazurok was also detained. A criminal case has also been instituted against him, connected with the same permission for the Ostrinsky’s illegal construction.
