Federation Council offered to think about return of death penalty after Zakharchenko’s arrest

The Federation Council in view of the case of the Colonel Zakharchenko offered to think about the return of the death penalty.

This was stated by the Deputy Chairman of the Defense and Security Committee Franz Klintsevich, reports TASS. On Saturday, Zakharchenko was arrested for two months, the case was initiated against him on three counts. The court called the exact amount of money found in his car and apartment when they searched them: 125 million US $ and 2 million euros. The origin of the money is yet to be figured out by the investigation, said the official representative of the Investigative Committee Vladimir Markin in his commentary for TASS.

The proposal to consider the return of the death penalty was sounded on the TV channel Zvezda by the first Deputy Chairman of the Federation Council Committee on Defense and Security Franz Klintsevich. According to him, corrupt officials deserve the capital punishment.

"We suffer because of these people. There is a mass of unresolved social issues. They undermine the country's economy, do not let it develop. It is necessary to review (legislation) about terrorists, pedophiles and those corrupt officials in terms of law enforcement on the death penalty. Today, we must once again raise the issue, there is no alternative", said the Senator.

Currently, there is a moratorium on the death penalty in Russia. The most famous state, practicing the death penalty for corrupt officials, is China. According to the Xinhua agency, from April this year, there the death penalty there is applied to corrupt officials who are found guilty of illegally obtaining the sum of 460 thousand US dollars. This is about 0.3% of what was found at home of the Head of the Russian MIA Economic Security and Anti-Corruption (GUEBiPK) T Main Directorate Dmitry Zakharchenko.

Before his arrest on Saturday, Zakharchenko was charged in bribery, abuse of power and obstruction of justice. The court refused to release Zakharchenko on bail of 70 million rubles and arrested him until 8th of November.

Until the moment of detention Zakharchenko was the temporary Acting Head of the T GUEBiPK of the Russian MIA which is engaged in combating and investigation of crimes in the sphere of fuel and energy complex.

Information about from where Zakharchenko obtained the money equivalent to 9 billion rubles in his house diverges. Sources and experts voiced several versions. The first is Zakharchenko’s connection with ex-head of the Bee Line Slobodin who fled Russia. Secondly, it can be part of the money allegedly stolen from the Nota-Bank. The third version claims that Zakharchenko was detained within the cases of corrupt Investigative Committee generals and the crime boss Zakhar Kalashov (thief in law Shakro Molodoy). The fourth version suggests that Zakharchenko kept the common fund of some group in the Ministry of Internal Affairs - an informal mutual aid fund to be used to pay for the emergency needs of its participants.
