Ex-Mayor of small town in Chelyabinks region was arrested by FSB
The Mayor is suspected of exceeding official powers during the construction of sewage treatment facilities.
Vyacheslav Yagodinets, a former Mayor of the town Karabash in Chelyabinks Region, has been arrested by the regional Directorate of the Federal Security Service of the Russian Federation (FSB). He is suspected of exceeding official powers during the construction of sewage treatment facilities for Argazinskoe water reservoir. The Investigations Directorate for the Chelyabinsk Region of the Investigative Committee of the Russian Federation (the ICR) has initiated a criminal case against him under part 2 of Article 286 of the Criminal Code of the Russian Federation.
In September 2013, the Administration of Karabash has signed a municipal contract for development of design estimation documentation for construction of sewage treatment facilities. The investigation believed that Yagodinets has made an unreasoned decision to pay the contracted amount and approved financial documents for payment. The payment was made without getting positive results of governmental assessments.
Currently pretrial restrictions and charges against him are under consideration.
We would like to note that in April 2015 searches had already been conducted in the Karabash Mayor’s Office in the framework of a swindling case related to improper spending of 13 million rubles of budget funds allocated for reconstruction of sewage treatment facilities in Karabash. ICR and FSB officers questioned the Mayor Vyacheslav Yagodinets and Igor Skalozubov, his Deputy for Engineering Infrastructure, Construction, and Architecture. That time, no one from the officials was prosecuted.
According to Znak.com, Oblpromresurs Closed Joint Stock Company (in January 2015 transformed into Oblpromresurs Limited Liability Company) was constructing sewage treatment facilities in Karabash. On October 25, 2012, a governmental contract for 229.97 million rubles was signed with the company in the framework of Chistaya Voda (Clear Water) Federal Program to construct sewage treatment facilities. This Sverdlovsk company was earlier mentioned in a scandal related to a similar construction project in Chebarkul. Aleksander Tuguzov, the Head of Oblpromresurs, is suspected of larceny over 15 million rubles. A criminal case against him has been sent for approval.
In the period of 2005–2010, Vyacheslav Yagodinets was the Deputy Director for Social Matters of the Municipal Karabashmed’ Closed Joint Stock Company – the town-forming enterprise in Karabash. In 2009 he was appointed the special envoy of the Chelyabinsk Region Governor in Karabash. In March 2010 he was elected the Head of the Karabash municipal ward. In 2015 Yagodinets has left the Mayor’s post.
