Deputy head of the Transbaikal Ministry of Emergency Situations will be judged for bribes, abuse and illegal business
Colonel Petr Zabelin illegally helped his brother’s company to conclude a contract at a value of more than 1,8 million rubles.
Investigators of the Administration of the Russian Investigative Committee in the Transbaikal Region closed the investigation and transferred the criminal case against ex-deputy head of the Administration of the Ministry of Emergency Situations in Transbaikal Region Petr Zabelin to the Prosecutor’s Office.
The colonel was incriminated art. 289 of the Criminal Code of the Russian Federation (CC RF) – «Illegal participation in business activity», art. 285 para. 1 of the CC RF – «Abuse of office», art. 290 para.5 subpara. b of the CC RF – «Obstructing of lawful business activity».
According to the investigation, deputy head of the regional Administration of the Ministry of Emergency Situations Petr Zabelin, using his powers, recommended his brother to organize a limited liability company Zabaykalsky Center Pozharnoy Bezopasnosty. And this when, the organization had only a director in its staff and no equipment or technical means for such activities. Zabaykalsky Center Pozharnoy Bezopasnosty with the help of Colonel Zabelin concluded 12 contracts on delivery service of the fire alarm systems for different companies of the region at a value of more than 1,8 million rubles. Then, Petr Zabrlin arranged so that the test equipment of fire laboratory for check of systems of fire alarm systems and the notifications on a grant basis was at disposal of his brother’s firm. By means of these latest technical means Zabaykalsky Center Pozharnoy Bezopasnosty conducted several checks of fire-prevention systems in a number of educational institutions of the Transbaikal Region at a total cost of 23 thousand rubles.
Besides that the deputy head of the Administration of the Ministry of Emergency Situations Petr Zabelin illegally demanded from the director of one of the Transbaikal companies, providing services in fire-prevention sphere, to pay him 19 thousands rubles each month for connection to the panel of the centralized supervision. The director refused to pay and Zabelin did not connect the organization tomonitoring of fire safety. On all written complaints of the derictor, concerning the deputy head of the Administration of the Ministry of Emergency Situations in the Transbaikal Region, Petr Zabelin was answering that there were no technical feasibility to provide the connection.
Investigators have also discovered that Zabelin had received a bribe from the director of the commercial structure, which also works in fire safety. The manager had to provide the deputy head of the Ministry of Emergency Situations new louvre-boards and 20 sweet New Year gifts to receive his «protection». It would be fair to say though, that he did not have much choice. He had to fulfill demands of the extorter for fear of negative consequences.
Former deputy head of the Ministry of Emergency Situations Petr Zabelin admitted his guilty in full, the criminal case was transferred to the Prosecutor’s Office of the Transbaikal Region for confirmation of the indictment.
A native of Grozny Lors Khamiev, who has served several years for preparing an attempt on Head of Chechnya Ramzan Kadyrov, has been arrested by court along with another defendant. They have already been charged with the murder of Azerbaijani Garib Orudzhev during the night of February 15.
