Colonel Zakharchenko’s billions belong to family business
One of the main theories on the origin of tens of millions of dollars and euros, seized during the investigation within a high-profile criminal case against the Acting Head of the Directorate T of GUEBiPK of Russian MIA Dmitry Zakharchenko, according to the Investigative Committee of Russia, is the Colonel’s family business.
According to the newspaper Kommersant, Zakharchenko and his father played a key role in the withdrawal and siphoning of funds of troubled banks abroad. It is to be recalled that on the next day after Zakharchenko’s arrest, this theory was sounded by the Crime Russia’s source.
The publication writes that Zakharchenko’s business was of serious proportions - the family business could consist of not less than ten financial institutions, among them there was Nota-Bank, whose managers were arrested on charges of embezzling of 26 billion rubles.
According to Kommersant’s sources in the banking circles, one of the versions on which the investigation is currently checking is the following: Zakharchenko Sr. was known among bankers as the author of various financial schemes used by the owners and top managers of troubled banks.
Together with his son, who had access to sensitive proprietary information about financial crimes, he helped the bankers to minimize the financial loss before the revocation of their licenses by the Central Bank.
According to this version, Nota-Bank was just one of many illegal business customers of the Zakharchenko family. Allegedly, at the request of the bankers, the family helped them to siphon some funds abroad, and the rest was cashed out. However, after the arrest of the top managers of the Nota-Bank, the money remained unclaimed and was found by the FSB.
However, there is an alternative version of the origin of Zakharchenko’s billions. We are talking about the group under Colonel Zakharchenko and his colleagues’ control, ho were engaged in illegal cashing out and siphoning of funds abroad.
According to this version, the apartment of the Colonel’s sister also is a repository of money, but no longer a family one, but a corporate.
Colonel Zakharchenko was arrested on Friday, September 9 by the ICR and the FSB officers as a result of a joint special operation. During the searches in his car, his office, and in the apartment of his sister no less than 9 billion rubles in foreign currency were seized.
The detainee was charged with committing crimes under part 1 of Art. 285 (Abuse of Official Powers), part 3 of Art. 294 (Obstructing the Preliminary Investigation) and part 6 of Art. 290 (Bribery in especially large size) of the Russian Criminal Code.
Rosfinmonitoring (Federal Financial Monitoring Service) analyzed the data of the Panama Papers and the Paradise Papers and discovered thousands of offshore companies through which the Russians laundered billions of rubles. Materials on deputies and governors were handed over to law enforcers.
A spokesperson of the Prosecutor's office said that the ECHR had not studied all the materials of the criminal case, so they were offered not to overturn the verdict, but to send the case for a new review in court.
