Colonel of Investigative Committee’s Moscow Region office and two Noginsk investigators arrested for bribery
Sources in law enforcement agencies estimate the damage from their actions at 1.7 billion rubles (~30.000.000 USD).
The Basmanny Court of Moscow, at the request of the investigation, ruled out to take two current and one former employee of the Investigative Committee’s Main Investigative Directorate for the Moscow Region into custody until April 19.
According to an official statement of the press service of the Investigative Committee, the court arrested the deputy head of the second directorate for the investigation of especially important cases of the Main Investigative Directorate for the Moscow Region, Colonel of Justice Alexey Timoshin, as well as the former deputy head of the Noginsk investigation department of the Main Investigative Directorate for the Moscow Region, Dmitry Lisanin, and the investigator of the same department, Nikolay Tsarev.
All of them are charged with bribe-taking and mediating bribes, depending on the role.
According to official representative of the Investigative Committee Svetlana Petrenko, a criminal case against Timoshin, Lisanin and Tsarev was initiated based on the materials of the investigation of the main investigative department of the Russian Investigative Committee.
According to the investigation, in 2017, Tsarev and Timoshin, through Lisanin's mediation (who at that time was no longer working in the investigative bodies) received a bribe for illegal transfer of car tires to representatives of the commercial organization. The tires were physical evidence in a criminal case that was investigated by the Main Directorate and belonged to a victim in the case. A source of Lenta.ru in law enforcement agencies estimated the damage from the disappearance of the physical evidence in the criminal case of 1 billion 700 million rubles (~30.000.000 USD).
It is reported that on February 21 in the 2nd department of the Moscow Region’s Chief Directorate for investigation of especially important cases, seizure of documents in Timoshin’s office took place. The Colonel was removed from his post after the check of the Investigative Committee’s internal security department in December 2017.
At the same time, the CrimeRussia reported on the initiation of a criminal case under part 1 of Art. 285 of the Criminal Code of the Russian Federation (abuse of office) by the Investigative Committee with respect to its former employees Dmitry Lisanin and Nikolay Tsarev in Noginsk, the Moscow Region. It was reported that the Moscow Region investigators of the Investigative Committee were hiding criminal records in order to receive compensation from the subsidiary of the Dunlop concern. Now, they became the defendants in a bribe case.
