According to the representative of the Investigative Committee, the crime committed by the Governor was systematic, and is confirmed by the witness statements and the results of investigative activities.
Also, if Belykh won’t be detained, he can escape abroad, as well as obstruct the investigation, exert pressure on witnesses, using his official authority and broad personal connections, thinks the Investigative committee.
