Arkhangelsk official who headed Katuninskoe settlement sentenced for embezzlement and bribery
In the Arkhangelsk region, the former head of the Katuninskoe municipality has been sentenced to 8 years for embezzlement and bribery.
The court has ruled out that the investigation gathered sufficient evidence to convict the former head of the Katuninskoe municipality in the Primorsky Region, Sergey Pilipchuk. The official has been found guilty under item (c) of part 5 of Art. 290 of the Criminal Code (Bribe-Taking on a considerable scale in the form of money for unlawful acts committed by the head of local self-government) and part 4 of Art. 160 of the Criminal Code (Embezzlement).
In addition, an acquaintance of the ex-official, who works as the director of a local firm, has received a suspended sentence for complicity in embezzlement.
During the investigation, law enforcement officers found that the head of the Katuninskoe municipality in the Primorsky district of the Arkhangelsk Region, Sergey Pilipchuk, had sold along with his acquaintances the property entrusted to the official, namely, 4736 airfield concrete slabs in the municipal property. The total cost of embezzled assets exceeded 28 million rubles, while the official and his accomplice sold the concrete slabs for 200 thousand rubles. As a result, the municipality suffered damage amounting to 28 million rubles.
Moreover, in 2015, Sergey Pilipchuk offered a local police officer to improve his living conditions in exchange for a bribe. Having received from the police officer 300 thousand rubles, the official concluded the rent of living space and the contract of social rent with the law enforcer for the apartment, which belonged to the municipality. At the same time, the first one was signed to make the transaction look legal. As for the contract of social rent, in accordance with it, the policeman obtained the right to privatize his housing and subsequently make use of it at his own discretion.
During investigative actions, law enforcers seized the previously sold 4736 airfield concrete plates and handed them over for safekeeping. Thanks to the actions of law enforcers, the damage inflicted upon the municipality was refunded in full.
The Primorsky District Court sentenced Sergey Pilipchuk to 8 years in a colony of strict regime and a fine of 30 thousand rubles. In addition, he is deprived of the right to hold position in the civil service or the local government for 2 years after his release from prison. As for his partner in crime, he received 5 years of imprisonment with a probation period of 4 years. The verdict has not yet entered into force and may be appealed.
Rosfinmonitoring (Federal Financial Monitoring Service) analyzed the data of the Panama Papers and the Paradise Papers and discovered thousands of offshore companies through which the Russians laundered billions of rubles. Materials on deputies and governors were handed over to law enforcers.
A spokesperson of the Prosecutor's office said that the ECHR had not studied all the materials of the criminal case, so they were offered not to overturn the verdict, but to send the case for a new review in court.
