Another former Head of Ministry of Construction will be judged in Khabarovsk
The case of Andrey Popov of unfinished housing for orphaned children is recommited to court.
The case of Andrey Popov, The former Head of the Ministry of Construction, Housing and Utilities of the Russian Federation in Khabarovsk Region, is recommited to court. He is accused of Abuse of Official Powers (Part 3 of Article 286 of the Criminal Code). The case concerns the unfinished housing for orphans.
According to investigators, in 2013-2014, as a minister, Popov concluded 16 contracts for the construction of more than 500 apartments for orphans in the residential complex Tverdokhlebovo in the Mirnoe village. The first order of housing should have been turned in at the end of 2013, the second one – in 2015. However, the housing is still not completed. To Ministry it was transferred only 195 apartments. Investigators believed that Popov allowed numerous violations in contracts in the amount of 750 million rubles.
For example, knowing that the first order of housing's construction has not been completed, the Minister signed new contracts for the construction of apartments without the consent of the Main Control Directorate of Khabarovsk Region Government. A criminal case was opened in July 2015. A month before that Popov was dismissed.
All this has led to inefficient and ineffective spending of budget funds and violated the rights of orphans, who were unable to move into the apartment.
Recall that this is not the first regional Minister of Construction, with respect to whom the criminal case is opened. Thus, the Head of Ministry of Construction in Khabarovsk Region Andrey Skomorohov was arrested in February 2016 on charges of attempted Abuse of Official Powers (Art. 5, Art. 33, Part 2 of Art. 285 of the Criminal Code). Defendants are also Deputy Chairman of the Khabarovsk Region Government's Department on the construction Sergey Ignatovich (also suspected of attempted Abuse of Official Powers) and the Head of Regional State Public Institution Customer's Service of the Ministry of Construction Sergei Pigilov (accused of Abuse of Official Powers under Part 1 of Art. 286 of the Criminal Code). In November 2015 into the international wanted list the former Minister of Construction Nikolay Kravchuk, accused of Swindling on an especially large scale in the construction of infrastructure for loser by floods, was enrolled. Another ex-minister Oleg Chursin, who headed the Ministry of Construction after Kravchuk during a few months, got rid of just an administrative matter and a fine for the same residential complex Tverdokhlebovo.
During the arrest of businessman Valery Pshenichny, the operatives have made it clear that he won’t return home. An economic criminal case reported to the authorities by the businessman has led to his terrible death in the pretrial detention facility under circumstances raising numerous questions. Was he really electrocuted, cut with a knife, raped, his spine fractured, strangled, and killed? The Federal Penitentiary Service denies such allegations and claims that “He has done everything himself”. The CrimeRussia has performed its own inquest into the death of Valery Pshenichny.
Alexey Kudrin, the head of the Center for Strategic Research, said the ban on Telegram messenger jeopardizes the country’s transition to digital economy. The decision was ill-conceived, he said, and those who made it did not think it through.
