$600k allocated for celebration of Pugacheva’s anniversary is a kickback

Chairman of the National Anti-Corruption Committee, Kirill Kabanov, suggested that the 40 million rubles ($606,212) allocated by Russian Helicopters for the anniversary concert of Alla Pugacheva may be a “kickback.” Kabanov said this in an interview with Izvestiya.
The letter of Director General of Russian Helicopters Aleksandr Boginsky addressed to the Managing Director of Rosvertol (part of the holding) says: “I ask you to provide financial assistance to IE Pugacheva Alla Borisovna in the amount of 40 million rubles (excluding VAT) due to the limit on sponsorship of federal events.” The document emphasizes that in this case, Russian Helicopters should be indicated as a sponsor of the anniversary concert in all advertising materials. Rostech representatives confirmed to Izvestiya that the holding will support the singer.
Deputy Chairman of the State Duma Committee on Security and Anti-Corruption Anatoly Vyborny stressed that the Prosecutor General’s Office should give an assessment of the Russian Helicopters’ sponsorship of the singer. At the same time, the check can be complicated by the “nature of the singer’s activities,” the parliamentarian said.
“Part of the amount may be a professional fee. The fact that such money was allocated by the state structure causes a lot of questions,” Vyborny said.
According to Kabanov, assistance to the artist can be allocated as compensation at a corporate event. Kabanov noted that the Rostech commission would later determine whether the funds were used for their intended purpose.
According to the documents, funds for Pugacheva’s concert will be allocated from the budget of the Rostov enterprise Rosvertol, to the director of which Boginsky's letter is addressed. At the moment, the United Engine Corporation (UEC), which supplied engines for the MI-28N helicopters “Night Hunter,” is trying to levy 641 million rubles ($9.6 million) from the company, Kommersant reports.
Russian Helicopters’ press service called the decision to support the anniversary concert “part of a large systemic work of the corporation, which, in addition to financing cultural events, includes support for youth projects and sports.” The logos of the holding and Rostech have already been placed on the concert posters.

The hall where the performance is to take place holds up to 6 thousand spectators. At the same time, the organization’s website indicates that all tickets for the concert have been sold out. Dealers sell the tickets for up to 300 thousand rubles ($4,533). It is tentatively estimated that selling all the seats in the Kremlin Palace will help the singer earn several hundred million rubles.
