43 criminal cases on violations in people's relocation from dilapidated housing opened in Astrakhan region
Oleg Guzhvinsky, acting Minister of Construction and Housing and Public Utilities of the Astrakhan region, and Sergey Kuchumov, ex-Head of department, have been detained.
The Astrakhan region saw 43 criminal cases being opened against officials and businesspeople after checking the sphere of capital repairs and transfer of people from dilapidated housing, reports Interfax. According to the agency, 22 defendants were taken to the investigators, including acting Minister of Construction and Housing and Public Utilities of the Astrakhan region Oleg Guzhvinsky and former Head of department Sergey Kuchumov.
The case is being investigated against the Head of municipal district Astrakhan Selsovet, the Head of the department for work with the population of the administration of Kirovsky district of Astrakhan, the former Head of the department for work with the population of Sovetsky district of the city, two entrepreneurs related to the construction business, the ex-Head of municipal settlement Narimansky District, a former employee of the construction supervision of the region, the Head of the technical supervision department of the directorate of capital construction, city-planning, construction and housing policy of the administration of municipal district Gorod Astrakhan, Deputy Head of the administration of municipal settlement Kamyzyaksky District on housing and construction, the Director and Deputy Director of municipal public institution Directorate for the implementation of targeted programs, and the former Deputy Head of municipal settlement Kamyzyaksky District.
According to the investigation, since 2015, the acting and two former Ministers of Construction and Housing and Public Utilities have illegally allocated 47 million rubles ($746.1 thousand) from the budget to the Fund of Capital Construction of Multi-Family Houses of the Astrakhan region. The money was transferred under the guise of subsidies for the services of a company whose name is not disclosed.
Yesterday, the Deputy Prosecutor General for the Southern Federal District, Vladimir Kikot, held a meeting with the authorities of the Astrakhan region, at which he announced numerous violations during the relocation of people from substandard housing. Officials accepted apartment buildings into service in Kirovsky and Trusovsky districts of Astrakhan, as well as in Kamyzyaksky and Narimanovsky districts of the region, “knowing that the works have not been fully completed,” the security official stressed, noting that those responsible would not escape punishment.
