3 years for friendship with Bortnikov: court delivered the verdict on Novgorod Region Vice-Governor
In Moscow, the senior Novgorod fixers, who promised their victims to help to dismissing the criminal case, were convicted.
The former Vice-Governor of the Novgorod Region Viktor Nechayev got three and a half years of colony. Each of his two accomplices got away with three years of conditional sentence. The Basmanny Court of Moscow found Nechayev guilty of Swindling on an especially large scale (part 4, Art. 159 of the Criminal Code) and Attempted Swindling (part 3, Art. 30, part 4, Art. 159 of the Criminal Code). Accomplices in the case were a member of the Regional Public Chamber and the Vice-Governor’s assistant Ulyana Zhuravskaya and Sergey Aleksandrov, who was a mediator.
At the same time, according to Kommersant, the state prosecution demanded to imprison Nechayev and Alexandrov for four years and give a suspended sentence to Ulyana Zhuravskaya.
In 2013, Nechayev assured the former rector of the Moscow Academy of Water Transport, Vladimir Kostin, that he is friends with the Head of the Federal Security Service Alexander Bortnikov and promised to assist in the termination of his criminal cases. His services he estimated at 6.5 million rubles. The negotiations with Kostin’s relatives on behalf of the Vice-Governor were conducted by Sergey Alexandrov, who presented himself as a lawyer. However, back then Kostin did not get any help and was convicted of swindling.
In 2015, the aid was necessary for the Head of the Shimskaya District of the Novgorod Region Mikhail Nekipelov. The regional Investigative Committee initiated a case against him under the article Abuse of Official Powers (part 2, Art. 201 of the Criminal Code). According to the investigators, being the manager of the CBM Novgorod Vodokanal, Nekipelov during the repair works improperly paid 27 million rubles to the contractor.
In order to manage this issue, Nechayev offered to transfer him to Moscow, where he would have been able to negotiate with Bortnikov, who, according to Nechayev, is his dacha neighbor on the Istra reservoir. Acting as an intermediary, Zhuravskaya told Nekipelov that the assistance will cost him 5.5 million rubles, most of which will have to be paid to the law enforcement agencies. However, Nekipelov decided to apply to them directly, which meant turning in his saviors.
In August last year, during the transfer of 47 thousand dollars, Viktor Nechayev was detained. At the same time in Moscow and Novgorod, his accomplices - Zhuravskaya and Alexandrov – were detained as well.
It is noteworthy that among the detainees there was also a veteran of special forces Vympel, a member of the Public Council under the President of Russia for counter terrorism, writer Valery Kiselev, who was Nechayev’s driver. During his detention, he even almost ran over the FSB officer. However, according to Kommersant, the Prosecutor General's Office did not include him in the case assuming that there is no sufficient evidence of his involvement in crimes.
