11 cases initiated against ex-Head of Essentuki for fraud with land

Ex-Head of Essentuki Larisa Pisarenko is being prosecuted. 11 criminal cases have been initiated against the public official, who is currently a parliamentarian of the city council of deputies.
According to the investigation, while being the head of Essentuki, the suspect illegally let out land plots, located in the recreational area in which construction is prohibited, on lease for individual housing construction. The investigators do not specify the number of land plots, their location, and the estimated amount of damage caused by the official. Let us note that Larisa Pisarenko headed the resort city’s urban district from March 2012 to September 2015.
Larisa Pisarenko is charged with part 2 of Art. 286 of the Russian Criminal Code (Exceeding Official Powers).
It should be noted that since Pisarenko is a deputy of the city council, a special procedure for the conduct of criminal cases is applied to her. For example, the decision on institution of the process was taken by the Head of the Russian Investigative Committee’s investigative body for the Stavropol region.
